The following Frequently Asked Questions apply to the Progress Energy Opt-Out program. 

Why is Progress Energy offering these DSM/EE Programs?
Progress Energy Carolinas (PEC) has received approval from the North Carolina Utilities Commission and the South Carolina Public Service Commission to provide demand side management (DSM) and energy efficiency (EE) programs for our customers. The purpose of these programs is to help customers reduce energy consumption and improve the energy efficiency of their electrical equipment. Reducing energy usage also helps to lower overall customer demand and can delay the need to build additional power plants.

How will these programs be funded?
The cost of these programs will be shared among our customers through a Billing Adjustment Rider (NC) and a Demand Side Management and Energy Efficiency Rider (SC) that are updated annually. How much will participating in these programs cost me?
The cost of participating in these programs will vary each year based upon customer participation and program costs. The current annual cost per kWH is shown on the riders mentioned above.

My company has already made, or is planning to make, a number of energy efficiency improvements at our facility. Do we have to share in paying for the new DSM/EE programs being offered by PEC?
Your facility may be eligible to avoid these charges. Certain customers may elect to opt out of participating in the DSM/EE programs and avoid paying the charges if, at their own expense, they have implemented in the past, or plan to implement in the future, alternative DSM/EE measures in accordance with stated, quantifiable goals. Eligible customers include industrial accounts of any size, and large commercial accounts that have used more than 1 million kWh during the prior calendar year. For purposes of applying this option, a customer is defined as a metered account billed under a single application of a PEC rate tariff. For commercial accounts, once one account meets the opt-out eligibility requirement, all other accounts billed to the same customer with lesser annual usage located on the same or contiguous property are also eligible to opt-out. Eligible customers should consider the cost benefit of incentives available for their project(s) in making their decision.

How can I opt out?
Customers must notify PEC in writing of their request to opt out of participation in DSM/EE programs and provide a list of all eligible customer account numbers. The written request must state that the customer, at their own expense, has implemented in the past, or plans to implement in the future, alternative DSM/EE measures in accordance with stated, quantifiable goals. Can I opt out now and then decide later to participate in one of PEC's DSM/EE programs?
Yes. A customer who initially opts out may subsequently elect to opt in, at any time, in order to participate in one or more DSM/EE programs being offered by PEC. However, any customer who elects to participate in a DSM/EE program loses the right to be exempt from payment of the DSM/EE charges for ten years for the applicable accounts.

Where do I send my request to opt out?
An opt out letter template is provided for your convenience at http://www.progress-energy.com/custservice/carcig/dsmoptout/dsm_optout.asp. You may download this template or print and complete the template form. The completed letter should be signed by a person in your company who has the authority to execute contracts and then mailed to the following address:

How can I tell if my request to opt out has been made effective on my account(s)?
Customer accounts that have requested to opt out of participating in Progress Energy's DSM/EE programs will see a credit on their monthly electric service account. The credit will be equal to the kWh consumption for the month multiplied by the appropriate DSM/EE adjustment factor as listed in the applicable rider.
